IntroduCtory Statement. The followin sketch has been prepared by request, with aview to acquai t n gthe public more exactly with the scope andmethods of the i lstitution. The University of Cincin latiis a niunicipal institution. I tforms, no less than do the Huglies and Woodward High Schools,a part of the general system of public instruction.sin the main, on the bequest of( I ) Its foundation. T l i rests, the late Char!es Mchlicken, supplemented by other donationsfrom private individuals, and IIOW by an.annua1 city levy of onetenth of a mill. The present endowi ieiitvalue may be seenfrom the following list, which is taken principally from theprinted report of the Hon. Samuel F. Hunt, Chairman of theBoard of Directors, made to the General Assembly of the Stateof Ohio, January I , I 888 :tfReal estate devised by the will of Cllarles McMicken,. with improvenlents since huilt out of illconle . .Real estate title perfected, since rleatll of CharlesMcMicken . . . . . . . . . . . . . . . .Cost of real estate purchased to enlarge University lot,University Buildi lg,apparatus and furniture . . . .Real estate given by John Kilgour for site of Observatory. . . . . . . . . . . . . . . . . . .Cash given hy John Kilgour toward erectioii of Ohservatory . . . . . . . . . . . . . . . . . . . .Additional cost of erecting Observatory . . . . . .Endowment by Jalius Dexter for support of Observatory. . . . . . . . . . . . . . . . . . . . .Browne Endowment Fund, January I , 1883 . . . . .Total.The Board of Directors numbers nineteen members ( i n c l d i n gthe hfayor ex oficio). Three members retire annually. Nominatioils of new inen bersare made, two by the Superior Court, oneby the Board of Educatior ;such uomiuatiotls being subjected toconfirniation by the Conl111o11Cou lcil. Each Director continuesin ofice for six years. The University has heen i n full ant1 active ope ratio for fifteenyears. Ilurii gthat period it lias gradn; ted linety-ninesttldents,and conferred thirteen post-graduate degrees. The number ofpupils at present e lrolledis one hu ldredand twe11t)--five. Itscorps of instructors has been increnscd frorn tinle to time, untilit now luinbersfourteen, and its facilities for instruction I al-ebeen materially ilnproved. I t has n o l aacco n nodationsforabout two h i r d r e dpilpils. The Chen ical Laboratory canaccon nodateforty-six ptlpils. The i e n t o r ivalueedof itsapparatus at present is 6,000. The equipment of the Department of Physics is also valtted at 6 , m . 111 Natural History aBiological Laboratory has beer1 organi;r.ed,atld there are valuableworking collections in Mineralogy, Geology, and Zoology.Facilities are offered for the study of Assayiug and Metallurgy. The Department of Civil E g i n e e r i hasi ga well-lighted drawingroom, it] n,l ich e n g i e e r idraughting gis regularly taught. There is also a ftrll set of engirreering field instruments of thefinest constructioil, whicll are used every year in givitlg thepractical work of railroad surveying and location. T h e Observatory is supplied with the large and well-known hlitcl elrefractor (twenty-eight ceiltillletres aperture), a transit instrument, a meridian circle, a large and valuable astronon icallibrary, a l dthe other nsual applial ces.(2) T h e present sl apingof the several Courses leading to of experience. Opinionsdegrees is the result of f i l t e e yearsdiffer in this country upon the respective merits of the ancientand of the n odernlanguages, of science and of literature, ofelective studies and of course requirements The University hasbeen called upon to meet these questions in o l eor anotllershape, and has tried to settle them, so far as they admit ofsettlement, in a spirit of fairness. I t recognizes the fact that thesame studies and r o u t i aree not suited to all minds. I t admits

and attention than is possible in the older colleges, where therooms are overcrowded, and where the instruction duriiig thefirst two years (usually the decisive years) is too often giveii bytutors without especial qualification or experience. The gratifying results already obtained ill this University show unmistakably the strong aiid liealthfiil personal influence that niay beacquired by professors in four years of such daily contact.( 6 ) The University lias froin its inception, and in compliaricewith the will of its founder, placed young men and youngBoth attend the samewomen upon a footiiig of equality.lectures, recite in the same rooms and upon the sanie lessons, and are subject to the sanie term exaniinations. The results arean additional evidence, if ariy were needed, that co-education isnot only feasible but desirable.(7) A few concluding remarks may be proffered respectingtlie relations of tlie University to the city. Too much prominence can not be given to the fact that the Utiiversity is anintegral part of the city system of higher educatioii. TheTechnological Course in the High Schools is in direct preparationfor the University Courses in Eligineering aiid in Science. TheHigh School College Course is a direct preparation for theUniversity Course in Art or in Letters. The General Course inthe High Scliools (at least that side of it which iiicl tdesLatin,French or German, and Matliematics) is a direct preparation forthe University Course in Letters. Furthermore, instruction inthe Utiiversity, as iri the High Schools, is free to all cityresidents. Even necessary expenses, such as laboratory fees, are reduced to the lowest practicable limits. I t is believed thatno other large city iii the country holds out to its citizens suchgenerous arid arr plemeans of perfecting themselves in all thatpertains to a liberal education. There is iiot a family in themuiiicipality that may trot educate its solis and its dauglitersthoroughly, witl oiitcl arge,at every stage from childhood tonianhood and woniarihood. I t is hoped tliat tlie manifestlygrowing appreciation of the educational value of the Uiiiversitywill so011 lead to that increase of endowment which is thenecessary conditioii of any considerable extension of its work.General Regulations.-Ad missionThe privileges of the University are extendedto pupils of both sexes.Persoils desiring to be received iiito ally of the classes willpresent written evidence of honorable dismissal from the schoollast attended, and obtain froni the President or froni the Dean apermit of examination.T l eexaii iiiationsfor adiilissioii will be held at the Universitybriildiiig on Monday, Julie 17, aiid oil Tliursday and Friday,Septeiiiber 19 aiid 20, 1889, begiiiniiig at 9 A.
